Australian sailing qualifications divide into two systems that look similar from outside and behave nothing alike.
The recreational system
RYA, IYT, American Sailing and Australian Sailing are training schemes. They set a syllabus, recognise centres to teach it, and issue a certificate saying you met a standard. Nobody is obliged to hold one. They are not government licences and they are not, on their own, authority to do anything commercially.
The commercial system
Commercial operation of a domestic vessel in Australia is regulated by AMSA, which issues certificates of competency. These are the tickets that authorise you to be paid to operate a vessel, carry passengers or work as crew. They come with medical fitness requirements, first aid, marine radio and — for most of them — documented sea service.
AMSA currently issues deck certificates from General Purpose Hand and Coxswain Grade 3 up through the Master grades, engineer certificates from Marine Engine Driver Grade 3 up to Engineer Class 3, and two sailing-specific certificates.
Where the two systems actually touch
This is the part that surprises people, and it runs the opposite way to the usual assumption. The two AMSA sailing certificates do not merely accept recreational qualifications — they require one.
- Sailing Master Coastal requires a commercially endorsed RYA Yachtmaster Coastal, or IYT Master of Yachts Coastal
- Sailing Master Offshore requires a commercially endorsed RYA Yachtmaster Offshore, a Yachtmaster Ocean, or an IYT Master of Yachts Limited
So a Yachtmaster is not an Australian commercial ticket — and it is also the doorway to one. Both statements are true, and collapsing them into either half is where the confusion starts.
What that means in practice
If your goal is paid work skippering sailing vessels in Australia, the recreational pathway is not a detour — it is the prescribed route, and it ends at a commercially endorsed Yachtmaster. If your goal is paid work on power vessels, charter boats, tenders or commercial fishing, the recreational schemes are largely irrelevant and you want the Coxswain and Master certificates instead.
The certificate you need is determined by the vessel and the operation, not by how good a sailor you are. Work backwards from the job.

Is an RYA Yachtmaster valid in Australia?
It is a recognised recreational qualification anywhere, and it is accepted by AMSA as the prior certification for a Sailing Master certificate. It is not itself an Australian commercial certificate of competency.
Do I need an AMSA certificate to sail my own boat?
No. AMSA certificates of competency apply to domestic commercial vessels. Recreational sailing is a state matter, and what you need there is a recreational boat licence if your state requires one.
Does Australian Sailing instructor training count toward AMSA?
An instructor qualification lets you teach within a scheme. Australian Sailing Powerboat Handling does appear in AMSA’s accepted engine-qualification combinations for the Sailing Master certificates, but instructor tickets themselves are not certificates of competency.
