Coastal if your sailing is within reach of shelter. Offshore if you make genuine passages — and it is the one AMSA names for Sailing Master Offshore.

Both are examinations rather than courses, both use the same format, and both draw on the same theory course. What separates them is the sea time behind the candidate and the demands of the water they are assessed in.
The commercial consequence
AMSA lists a commercially endorsed RYA Yachtmaster Coastal, or IYT Master of Yachts Coastal, as the prerequisite for Sailing Master Coastal — which authorises a sailing vessel under 24 metres in inshore waters.
Sailing Master Offshore, which extends to the limits of the Australian Exclusive Economic Zone, requires a commercially endorsed Yachtmaster Offshore, a Yachtmaster Ocean, or IYT Master of Yachts Limited. A Coastal certificate does not reach it.
If commercial work beyond inshore waters is anywhere in your plan, that turns an abstract choice into a concrete one: you need the Offshore.
Do not sit the wrong one to save time
Candidates occasionally sit Coastal because their sea time is short, intending to "upgrade later". There is no upgrade — Offshore is a separate examination sat in full. Building the miles first is cheaper.
